The Georgia Health Policy Center (GHPC) provided background research support to the Governor’s Office of Planning and Budget (OPB) for the feasibility study of a health insurance exchange in Georgia. The staff participated in the advisory committee, supported work groups related to the study, and produced six external reports (Sources of Health Insurance Coverage in Georgia, Trends in Health Insurance Coverage in Georgia, 2011 Georgia Employer Survey, Health Insurance Churning and the Exchange, Health Insurance Exchange: The Importance of State Insurance Rules, and Findings from Small Business Focus Groups) and two internal reports (Primary Care in Georgia Looking Toward the Future and Exchange Microsimulation Tool Test Case). A full briefing binder with background information and data, expertise from state and national sources, presentations, reports, and materials needed to fully inform the Governor and the committees was created and distributed to OPB staff.
