The GHPC carried out an Affordable Care Act (ACA) “Readiness Assessment” for the Georgia Office of Insurance and Safety Fire Commissioner during the spring and summer of 2013. The assessment included findings from interviews with relevant division heads, and representatives of the Florida, Kansas, North Carolina, South Carolina, and Virginia offices of insurance. Interviews covered implementation topics including marketplace operation, rate review, staffing, technology, process, and legislative support. The assessment also contained a thorough review of Georgia insurance law against the ACA, as well as a detailed evaluation of the Georgia Insurance Commissioner’s legal authority for implementation. Finally, the assessment discussed implications and concerns surrounding Georgia’s readiness for implementation.
