State Opioid Response Evaluation
The Georgia State Opioid Response grant from the Substance Abuse Mental Health Services Administration aims to address the opioid crisis by increasing access to treatment and reducing opioid overdose-related deaths through the provision of prevention, treatment, and recovery activities.
In partnership with the Georgia Department of Behavioral Health and Developmental Disabilities’ Office of Behavioral Health Prevention, the Georgia Health Policy Center designed and implemented a comprehensive evaluation of the State Opioid Response plan. Specifically, the assessment of outcomes and impact incorporates data from each of the individual strategies and the collective impact of the plan, as a whole.
The mixed methods design is assessing the extent to which implemented programs and activities align with respective State Opioid Response strategies; achieve intended goals and outcomes; and increase awareness and knowledge around the dangers of opioid use, and reduce opioid misuse, overdoses, and deaths. Additionally, the evaluation examines the extent to which programs and activities are implemented as intended, with an emphasis on understanding the facilitators, barriers, and adaptations to implementation and/or data collection that may influence observed outcomes and inform ongoing implementation improvements.
